Finally, the raise will provide a stimulus for energy efficiency and clean energy investment which will lower barriers to entry and will take many many people out of energy poverty. Industry faces a 10% cut and government institutions 15%. The baseline has been calculated from October 2006 to September 2007 (pre load-shedding) and savings need to be achieved against this target.
